June 1913, Vlore Government of Albania 1913-14, second prepayment of postage issue, circular handstamp “Postat e Qeverries se Perkoheshme / te Shqipenies” impressed on an Ottoman 20pa. rose PS card, overprinted in black with double-headed eagle and SHQIPENIA, cancelled to order with black “SHKODER / SHQIPENIE / 31-7-1913”. Signed Calves. LUX. (Mi. 2A). Most of these PS cards were used in Vlone & this pmk even C.T.O. is not common.
