‘Vlore Government of Albania issue “Double headed Eagle & SHQIPENIA” black OILY ovpt. on Turkish stamps, (1909) 1pi. olive perf. 12×12, u. (Mi.7ND). The so-called “Minister prints” with oily ink seem to have been made with the Minister”s approval to meet philatelic demand in the autumn of 1913 after the post-office stocks of Ottoman stamps had already all been used for overprinting.’
