Louis Philippe d’ Aubignosc (1774-1847) was a French military officer who travelled in the Levant in the 1830s, at the eve of the introduction of the first serious reforms under the guidance of Hatt-i-Serif. As the need for serious reforms was obvious in the Ottoman Levant, this study provides a detailed account of the previous reforms introduced by the Sultan Mahmud (1808-1839) and its very limited impacts at the different people living together, but not equally, in the Ottoman Empire.
